This always happens just after you restart Cumulus, as there is only one set of data available to be plotted. Weather stations only supply a 'current' direction, and Cumulus calculates the average direction. It only stores the average direction. So, when you restart Cumulus, there is only one set of data available to be plotted, whether it comes from the station logger (if Cumulus hasn't been running for a while), or from the Cumulus logs, or a combination of both.
This happens just after you restart Cumulus, if the data came from the weather station's logger (i.e. Cumulus hasn't been running for a while). Weather stations only supply a 'current' direction, and Cumulus calculates the average direction when running 'live'. So there is only one set of data available to be plotted, if it comes from the station logger.

Yes, Cumulus ''could'' store the 'current' direction as well as the average direction, and then it would have both sets to plot on a quick restart. But if some of the data came from the logger, there would still only be one set of data to plot.
