For Fine Offset stations, the ‘latest’ value in Cumulus corresponds to the ‘gust’ value on the station. The ‘gust’ value in Cumulus is the highest of the ‘latest’ figures in the last 10 minutes. The ‘average’ value in Cumulus is either the ’speed’ (just called 'wind' on the console) from the station (a 48-second average, apparently) or, if you have Cumulus set to calculate a 10-minute average, it’s the average over the last 10 minutes of the ‘latest’ values. If you also have 'use speed for avg calculation' set, then the Cumulus-calculated average is the average over the last 10 minutes of the 48-second 'speed' values supplied by the station.
Fine Offset stations measure wind over 48-second intervals, divided into 24 2-second intervals. At the end of each 48-second period, they report the highest of those 24 values as 'Gust', and the average of those 24 values as 'Wind'. Cumulus, for various reasons, uses different terminology, and can also has configuration settings which control how some of the wind values are displayed.

In short, with default settings, console 'Wind' = Cumulus 'Average', and console 'Gust' = Cumulus 'Latest'.
The 'Gust' value is displayed in Cumulus as 'Latest'. Cumulus displays the highest of those values over the previous 10 minutes as 'Gust'.

With default settings, Cumulus displays the console 'Wind' value as 'Average'. Cumulus can also be configured to calculate a 10-minute average, which it will then display instead of the 'Wind' value from the station. By default, the 10-minute average is calculated from the station 'Gust' values, (i.e. the Cumulus 'Latest' values). If you set 'use speed for avg calculation', the 10-minute average is calculated from the station 'Wind' values.

In short, with default settings, to find the console values in Cumulus:

Console 'Wind' = Cumulus 'Average'

Console 'Gust' = Cumulus 'Latest'
